Vrindavan Future Projects


INDIA, Jan 16 (VNN) — Proposal:

Among the religious sites of Uttar Pradesh Vrindavan has an important place. Vrindavan keeps a very important role in it. Although it is an important spot for spiritual, cultural and historical events but there is neither any active plan to maintain it original form nor there is any arrangement fundamental facility for the devotees, pilgrims and tourists. In such a situation to preserve the spiritual and cultural magnificence of this holy city, an active plan is in very much necessary so that preserving the emblem of Vrindavan all the government departments, non government organizations (NGO) and religious societies may provide the fundamental facilities. This task is proposed to be done step by step.

Goal:

1. A controlled development in accordance of necessity is reqired to preserve the spiritual and cultural heritage of Vrindavan.

2. To preserve and protect the buildings which have architectural and cultural importance.

3. To amplify the locality convenience e.g. water supply, sewer, drainage etc. in which the health services, entertainment and other public facilities are included.

4. Good parking arrangements and to make better the arrival of pilgrims in the holy place.

5. Renovation of Ghats, to promote the development of cultural actvities and incourage the tourism.

Financial Management:
To make the plan active, enough money is very important. The money will be arranged by following means:

1). From the government sources e.g. treasury of Prime minister/Chief minister, Mathura- Vrindavan Development Authority, Forest, Electrical, Public Works Department, Municipal Corporation and so forth departmments.

In this context, a report of approximate expenditure of money by the departments is demanded.

2). Proposed "Vrindavan Vikas Nidhi", (Vrindavan Developmental Treasure) (an esseyed society) which will be formed in co-operation of professionals of governmental departments, NGOs, Industrialists, Trusts, Foreign citizens. It will provide monetary support to the future actions. "Vrindavan Vikas Nidhi" will collect fund on world wide label from people and other sources with that "Vrindavan Vikas Nidhi Kosh" (Vrindavan Development Treasure Fund) will be established. The Board of "Vrindavan Vikas Nidhi" will keep the full control over the expenditures spent from this treasure. The esseyed society will inspect every act in a proper way.

3). It is true that for the tasks done in Vrindavan money will be provided from the Government and Vrindavan Vikas Nidhi but this fact cannot be ignored: that krores of Rs. which donated in the temples goes only in the pocket of few people. This money should be provided to the trust established for the development of Vrindavan like Vaisnava Devi Trust, Kedar Nath, Badri Nath and other temples. At the most some money of it could be provided to the local people.

THE PROTECTION OF ART & ARCHITECTURE OF VRINDAVAN

In view of Art and Architecture, the temples, Kundas and Ghats of Vrindavan has an important historical background. Therefore it is compulsory to protect them. The Architecture of Vrindavan is under the influence of Jaipur Style, therefore the newly built buildings and old renovated buildings, gates, arches, pillars and windows should be built in accordance to the Jaipur style. The construction of multi-story buildings should be prohibited and for this soon rules and regulations will be made and the necessary actions should be taken. (Such action is expected from the Mathura-Vrindavan Development Authority and the Archaeological Department of India.)

RENOVATIONS OF THE MAIN GHATS OF VRINDAVAN, BEAUTIFICATION & ILLUMINATION

Vrindavan can not be imagined without the river Yamuna. Today, the Yamuna is getting away from the Ghats of Vrindavan. After the accomplishment of the construction of Gokul barrage in 1999 and Yamuna Pollution Control project in two years, the water-lable of Yamuna river will go much up. At the mean time the above mentioned both tasks should be accomplished, the repairing of the ghats to give them back their original look and to implement a project of lighghtening based on water system will be appropriate. The Yamuna touching the Ghats will spread a unique beauty and illumination of light. INTECH has studied these ghats. For the preservation of these ghats they are divided in different sections:

1. The structural faults

2. Small cracks

3. Grow of plants on structure

4. Broken and destroyed parts

5. External sabotage

6. Violation and extra-construction

In cooperation with Irrigation Department the above mentioned plans are required to be accomplished. Diverting the water flow toward Keshi Ghat, the construction task of Radha Krishna Paudi should be given to the Irrigation Department. The water corporation has already made a plan. (This action is expected to be accomplished in co-operation of Gokul Barrage Projecet, Yamuna Pollution Control and Irrigation Department.)

CONSTRUCTION OF A "KRISHNA'S PASTIMES FOREST" IN VRINDAVAN

Vrindavan was manifested as a forest as it is clear by name but today in Vrindavan there is only 10% of the land for parks and besides it there is 100 hectares of forest land. The percentage of the forest land is in constant deduction. Therefore it is the requirement to plant trees in the empty land, streets and wherever there is an empty government land in the town. The Krishna's pastime forest should be established in those places. In the above mentioned 'lila van' paintings should be drawn from the different pastimes of Sri Krishna. There the basic facilities for visitors should be provided. On Mathura-Vrindavan Road and Vrindavan- Chatikara Road on the pattern of "Van Chetana kendra", 'Krishna Lila Forest' and public conveniences should be established there. Through these above mentioned projects, forests will be established, the pastimes of Sri Krishna can be exhibited in pictures and public conveniences can be provided. This will be a well utilized combination of land. A plan has been drawn by the Forest Department. (The above mentioned plan is expected to accomplish in co-operation with Forest Department, Sulabh International, Mathura-Vrindavan Development Authority and W.W.F.)

TRANSPORTATION & TRAFFIC STRUCTURE

Mathura-Vrindavan Road and Vrindavan-Chatikara Road are the two main roads of the town which connect Vrindavan with other cities. Vrindavan is connected to Mathura by one meter gage railway line. Most of the inner alleys of Vrindavan are very narrow. These alleys are not fit for driving motor cars. The cross roads and connect points are also a part of narrow space traffic of Vrindavan. In this traffic there are slow mover bullock cart, tonga, rickshaw, cycle, fast mover cars, auto- rickshaw, tempo, jeep and buses etc. These all vehicles equally used and park on the roads in Vrindavan .

TO SOLVE THE HEAVY TRAFFIC PROBLEM FOLLOWING ACTIONS ARE PROPOSED:

1-. To fix time and roads for fast and slow moving vehicles.

2-. Most of the inner streets and alleys of Vrindavan are narrow. All kind of vehicles should be prohibited on these roads during the busy festival time but only for foot pathers.

3-. The construction task of Mathura-Vrindavan and Vrindavan- Chatikara, 30 meter broader connect road, should be accomplished as soon as possible. In future the above mentioned roads should only be permitted for the heavy vehicles.

4-. It is proposed for the construction of a big inter-state bus terminal at the above mentioned under-construction road.

5-. There is one meter gage railway service between Mathura & Vrindavan. This meter gage railway service should be privatized. Beside this, the surrounding of the railway station should be beautified and modern facilities provided so that more and more visitors can be attracted to travel by rail, that will help to reduce the number of vehicles from the Mathura-Vrindavan road. (The above mentioned task is expected to accomplish in co-operation of District Administration and Railway Department.)

6-. On some roads the tourists walk on foot, on those roads foot paths should be constructed and trees should be grown for shadow.

To improve the traffic structure of the town the following four cross roads must be developed: 1. Atalla post crossing 2. Municipal Corporation crossing 3. Vidyapith crossing 4. the Parikrama path crossing near Iskcon.

PARKING

To make the traffic system convenient, the following places should have parking facilities:

-1.) At the place of Municipal Corporation school near the Vidyapith crossing a multi- story parking should be constructed for the cars which are parked at Sri Banke-Bihari ji temple and Vidyapith Crossing.

-2.) Big vehicles coming from Delhi should be parked at Syama Ma Ashram. small vehicles which come for Banke Bihari ji temple should be parked at Kalidah at the Parikrama path.



-3.) The vehicles which come from Mathura should be parked at open place in front of Ranga ji temple.

-4.) Vrindavan is specially crowded during the festivals and other celebrations. The devotees and the visitors come in big number. On these occasions the empty space near the land of Forest Department at Chatikara Road could be used. (This action is expected from the Mathura- Vrindavan Development Corporation.)

-5.) The present bus stand could be transferred to some other place and the present site could be used for the parking purpose. (This action is expected from the U.P. Transport Corporation, Mathura-Vrindavan Development Authority and from the District Administration.)

-6.) On special festivals the tempos coming from Mathura and Chatikara could be parked near the proposed Bust stand.

DRINKING WATER MANAGEMENTS

Among the topmost crisis, the drinking water crisis is one. Keeping the approximate population of the year 2011 in view, it will be 150.089 MLD. Therefore to keep the present supply of 2.817 in view the project of Gokul Barrage in on progress. When the Gokul Barrage Project will complete, this difference will end by itself. (This action is expected from the Water Supply Department.)

SEWERAGE SYSTEM

The cleaning system of Vrindavan is in a very poor condition. According to one survey in 1995 out of 9.034 houses 53% (4.788) were connected to the flush system. Rest 47% (4.246) houses had no such system. The sewerage is brought to the farm through 4 pumping stations. The task for the construction of sewerage farm and Treatment Plant is on progress, where the filteration will be done. At least 50 units of Sulabh Sauchalayas (Ordinary Toilets) should be constructed.

SOLID WASTE

At present every day 30 metric ton. of garbage is gathered in Vrindavan. This is collected in five open places and brought to the empty land of the Railway station and the Sewerage farm. Keeping in mind the approximate population of the year 2011, six open places will be required. To redeem garbage a better recyling system is required. For this process scientific method is proposed. (This action is expected from the Municipal Corporation).

ELECTRICAL POWER SYSTEM

At present the supply of 10 M.W. power is done by 15 K.W. There are two power sub- stations in the town. According to an idea, for the population of the year 2011; 21 M.W. of power will be required. It will be best to connect the supply of Vrindavan with the Northern Grid. And two power sub-stations are required to be constructed. (This action is expected from the U.P. Electrical Corporation).

MISCELANEOUS

During the survery a fact came in light that there are many properties in Vrindavan which have no heirs. These properties should be considered as Government properties. And they should be utilized for the public benefit.

YAMUNA ACTION PLAN

On the bank of Yamuna, the pollution centers in the populated area which are spreaded up to Teja-wala, Allahabad, through a planned project should be made pollution free. This task in Vrindavan is under care of Water Supply Corporation as it is in the whole state of U.P. Throug this project the 19 drains which are ending in the Yamuna river, will be taped and sent to the sewage system through two pump stations. Where the dirty water will be refined and brought in use for the irriggation purposes.

TOURISM

The number of tourists are increasing in Vrindavan. For such large number of visitors there are ashrams, dharmashalas, hotels and guest houses. In all these residential units there are approximately 7.104 beds. Except these, pilgrims are also accomodate at the residences of traditional pandas and priests. These pandas should develop their houses for suply better facilities to their guests through subsidies from the government as it is granted in the hill areas.

LAND-UTILIZATION

1. Present Utilization: The present utilization of the land in Vrindavan is mixed. There are mainly residential, commecial and spiritual activities. The utilization of the internal part of the town exhibits its ancientness, present development, customary utilization and the importance of spirituality. Middle of the town is highly populated and commercial area. The present utilized urban part of Vrindavan is total 414 hactares.

2. Proposed Utilization of Land: The proposed land utilization of Vrindavan Urban area is shown in approximate accordance of the population 1.10.000 for the year 2021. 658 hactares land are proposed for the residential purpose which is the 41.54% of the total developed area. For spiritual and community purpose 470 hectars land is proposed. Similarly for the commercial 400, industrial utilization 120 and for the services like parks 600, transportation1.500 and administrative utilization 1920 serially 400, 120, 600, 1500,1920 and 20 hectare land is proposed?

OTHER PROPOSAL

To maintain the ancient culture of Vrindavan and for the infrustructural development,here are some proposals:

1. The streets of the town should be devided for foot pathers, light motor vehicles, heavy motor vehicles and one way.

2. There should be a regular publication about the tourism of Vrindavan.

3. There should be tourist information center and guides should be available there.

4. Transgression on the streets should be prohibited.

5. The development of the city should be planned.
